‘CHB intimidated to carry out demolition drive in EWS colonies’

When it comes to removing violations from residential areas in the city, the construction arm of the UT Administration, Chandigarh Housing Board (CHB), seems to be a little cautious. For it is quick to remove violations or at least take note of it, if they are done in general houses, however, when it comes to the violations in the EWS and rehabilitation colonies, they seem to be a little 'intimidated'.

Over 2,000 notices and demolition orders are pending with the Board. However, the plea taken by the board officials is that whenever they have to carry a demolition drive, they require policemen to accompany them during the drive for security purposes, to take control of any untoward situation.

Sample this: Recently, a team of the Enforcement staff went to Sector 29 to carry out a survey of the violations done in the locality, but the staff had to run for cover as the residents instead of cooperating with the officials pelted stones at them.

CHB officials said that carrying out a demolition drive at EWS colonies is a far-fetched thing, even with regard to carrying out surveys. Residents do not allow them to come in and check for violations for which the staff is even required to prepare inspection reports with pictures.

"One of the major reasons for the pendency of demolition orders is the fact that the staff gets intimidated and moreover, unless we have enough security to go in those areas, we cannot send the teams to conduct such drives," said a senior official of the Board.

Recently, the CHB had formulated 72 teams to carry out extensive surveys of the city to gauge violations and nature of violations, which had been carried out in the city to regularise some of the most common need based changes done in the houses, but even that survey has remained inconclusive, as the staff encountered problems.
