After telling Delhi to sting, AAP wants Lokpal to snoop

FrontA Lokayukta will head the new body to combat graft with powers to conduct its own investigations, surveillance and even tap phones.

After urging citizens to sting corrupt government officials, the AAP government is pushing hard to pass its version of the Jan Lokpal Bill in Delhi. While the process to draft the bill is already underway, Chief Minister Arvind Kejriwal has announced that the Bill will be passed in a special Assembly session by February.

"A committee has been formed to draft the law. The committee under the chief secretary will include secretaries of the departments of home, urban development, law, finance and advocate Rahul Mehra," Kejriwal said on Thursday.

"We will all meet at Ramlila Maidan either in the last week of January or first week of February," he said.

The Bill, he said, would be discussed with the "people of Delhi" at Ramlila Maidan for consent.

"As in the AAP's model Jan Lokpal Bill, the head of the body, in this case the Lokayukta, will have powers to tap phones, conduct independent investigations and surveillance against those who face corruption charges," Urban Development Minister Manish Sisodia said.

According to Kejriwal, the Lokayukta would function as an independent body. "Today if I am accused of corruption, there is no independent body which can investigate me but this will happen once the law is drafted," he said.
