East, South Delhi DCPs moved out

The Deputy Commissioner of Police of East Delhi, where a five-year-old girl was raped and held captive for more than 48 hours, was shifted on Monday to a unit handling the security of the Prime Minister.

Prabhakar has been posted as DCP Security (Prime Minister). A statement from the office of Delhi Lieutenant-Governor Tejendra Khanna said Prabhakar's transfer order had been approved. He has been replaced by Ajay Kumar, currently with the PM's security unit.

DCP (South) Chhaya Sharma has been transferred to Mizoram and has been replaced by B S Jaiswal, currently posted as DCP (Outer). It was in South Delhi that the December 16 gangrape incident took place. A 23-year-old woman, who was raped and tortured in a moving bus which she boarded from Munirka, died in a Singapore hospital 13 days later, sparking outrage across the country.

Police said the transfers were routine but the order to transfer the East Delhi DCP came days after police suspended the SHO and the investigating officer of Gandhi Nagar police station following complaints that they mishandled the case of the five-year-old's rape.

A case of voluntarily causing hurt has also been registered against ACP Bani Singh Ahlawat who was caught on camera slapping a woman protester at Swami Dayanand Hospital where the rape victim was being treated.

Meanwhile, Delhi government officials claimed that their women-in-distress helpline — 181 — stepped in after the Gandhi Nagar police did not take seriously the rape of the five-year-old. Dissatisfied with the police response on lodging an FIR, the child's father called the 181 helpline which in turn took up the matter with a special commissioner of police.

The five-year-old girl had been missing since April 15 and was found two days later in a room rented by a neighbour. Officials said the family had then approached the police, who in turn tried to pay the father Rs 2,000 and cover-up the incident.
