Land pooling policy approved to give impetus to housing in city

THE way the city is developed is set to change with Delhi Development Authority approving the land pooling policy in its authority meeting on Friday.
This policy aims at involving private parties in planning and developing land pockets with residential and commercial components, something which was done exclusively by DDA up till now.
The profits from the projects will be enjoyed by the land owners who pool their land for such projects.
Housing for economically weaker sections (EWS) will be an important part of the planning.
According to real estate experts, this policy will aid development in rural and urban area in Delhi and in the recently regularised 900 colonies in Delhi.
"The land pooling policy will bring about symmetry in the city's planning system," Sunil Dahiya, co-chairman of real estate committee ASSOCHAM, said.
Dahiya said, "Presently, there are many locked land pockets in the city where no development has taken place. These mainly include agriculture land, rural and urban villages and recently regularised colonies in the city. The DDA developed colonies mostly have a village attached to them which have no proper infrastructure like in Mohammadpur, Munirka Village, Hauz Khas Village, Masjid Moth. These can now be redeveloped by private players."
Under the land pooling scheme, land parcels owned by individuals or groups of owners will be legally consolidated by transfer of ownership rights to the designated land pooling agency, which in this case is the DDA. The land agency will later transfer ownership of part of the land back to the owners for undertaking of development in such areas.
This policy is applicable in the proposed areas of the urban extensions for which zonal plans have been approved.
The land pooling has two categories. Category-I is for 20 hectares and above and Category-II looks at land, which measures 3 hectares to that less than 20 hactares.
