Rattled by gangrapes, Haryana cops to keep tab on ‘loafers’

Rocked by a spate of gangrapes in the past month, the Haryana Police has assigned its personnel a new task: identify youth 'loafing' around, keep track of them and prepare a dossier on their activities. Officers have also been directed to conduct surprise checks on farms and huts at tubewells and keep an eye on small grocery shops and dhabas to prevent unauthorised sale and consumption of liquor. Sources said DGP R S Dalal has instructed that no officer should be given leave in October.

Four back-to-back gangrapes have rocked Haryana in the last one month and exposed the lawlessness prevalent in the state. The impunity with which the criminals not only committed the crimes, including raping three minors, but circulated MMSes of the incidents in two cases, have exposed the shoddy policing in the state.

Now, officers (from the rank of inspector to inspector general of police) will have to visit villages and towns in their respective jurisdictions, to identify the "loafer youth." Rattled by the crimes, the Haryana DGP on Monday finally instructed his officers to launch a state-wide drive to keep a watch on the youth. "All the police officers of ranks from inspector general of police, will visit all villages and towns under their respective jurisdiction to ascertain the activities of loafer youth and those having anti-social behaviour and keep an eye on such elements. The officers, would also meet prominent persons in their areas to know the activities of such youth so that timely action could be taken against them, in case they are found indulging in criminal activities," Dalal instructed all the superintendents of police and inspector generals of police, through video-conferencing.

Apart from this, telephone numbers of eminent people in all districts will be provided to the respective police control rooms (PCR), so that the PCR personnel can remain in touch with them, and keep a tab on anti-social elements, if any, in their area.
