Skill development mission panel fails to meet even once since last year
A committee set up two years ago in Pune to implement the National Skill Development Mission (NSDM), a flagship scheme of the Centre, has not met even once in this year, a reply to the RTI query filed by The Indian Express has revealed.
The multi-member committee that includes representatives of Directorate of Vocational Education and Training, Directorate of Employment and self Employment and senior officials from local-self governing bodies has been mandated to ensure proper execution of NSDM. They are required to meet every month but till date there have been only five meetings. From January till December this year there has not been a single meeting.
The NSDM aims to create skilled workforce of five crore in Maharashtra by 2022. It was launched in the city in 2011. Subsequently, a district-wise skill gap study in the state indicated that Pune was slated to have a demand for 28 lakh in terms of human resource in different sectors by 2022.
The file inspection of minutes of meetings of the district-level committee for implementation of NSDM under the RTI Act revealed the gaps in effective implementation. Pune district collector Vikas Deshmukh, in last NSDM related meeting chaired on December 14, 2012, had expressed 'strong displeasure' over 'no proper guidance available from employment, self-employment and skill development department on how to go about the implementation of mission. The Collector had also made serious observation about non-utilisation of funds allotted by the District Planning and Development Council (DPDC) towards implementation of NSDM in Pune.
"The work of district-level committee was limited to holding meetings and workshops, so far no training has started in real ... NSDM execution has not progressed beyond merely appointing required agencies.." the minutes of meetings read.
Rajendra Godbole, assistant director of employment and self-employment, who is member secretary of the district-level committee for the implementation of NSDM in Pune district, said the Maharashtra Skill Development Council has not shared detailed guidelines about going ahead with the Vocational Training Providers (VTPs) for training desired work-force.
