SP member expresses regret, escapes action

A day after triggering a scuffle in the Lok Sabha by snatching a copy of the SC/ST promotion quota Bill from Minister for Personnel and Public Grievances V Narayanasamy, SP member Yashvir Singh on Thursday expressed regret over the incident.

Singh was able to get off the hook for his unruly conduct with Speaker Meira Kumar merely observing in the Lok Sabha that in future, members should discuss issues in a proper and orderly manner. "I am greatly anguished by that incident.... Honourable member has, this morning, expressed his regret.... Now onwards, I would like all honourable members to discuss all issues in a proper and orderly manner in the House."

Parliamentary Affairs Minister Kamal Nath had said after the adjournment on Wednesday that he would urge the Speaker to take action against the SP member. Yashvir Singh represents Nagina (Reserved) constituency of UP. Kumar said the "untoward incident" had led to an "abrupt adjournment of the House" on Wednesday when the minister was moving the Constitution (117th Amendment) Bill. "The unfortunate incident," according to her, "has set us all thinking as it shakes the very foundation of our parliamentary democracy."
