UT to review speed limits, asks police for fresh proposal

A decision to this effect was taken during a meeting of State Level Road Safety Council under the chairmanship of the Adviser to the UT Administrator. The same was conveyed to the Punjab and Haryana High Court on Friday last. Minutes of the meeting were placed on record before the High Court during the resumed hearing of a petition concerning enforcement of traffic guidelines issued by the court in 1998.
During the meeting, after it was pointed out that the Indian Road Congress had updated the Code of Practice for Road Signs in view of the changing scenario in cities, Harish C Sethi, a member, was asked to obtain the new publication of Indian Roads Congress on Road Signs and discuss the matter with the officials of the engineering department and MC, who then would install appropriate signages at various roads and intersections in the city.
"Traffic Police has been asked to prepare a fresh proposal to see if there is a need to bring down the permissible speed limit on certain roads so as to avoid overtaking. We are contemplating bringing down the maximum speed limit on several roads," said an administration official.
At present, the maximum speed limit for four-wheelers on Madhya Marg, Purv Marg, Dakshin Marg and Vikas Marg is 65 km/hr while for two-wheelers, it is 50 km/hr. For sector roads, the maximum speed limit for cars is 55 km/hr and for two-wheelers, it is 45 km/hr.
In another significant step taken at the meeting, the administration has decided that in order to avoid any inconvenience to the public, before starting any repair/construction work on the roads, the engineering department and MC will consult the SP (Traffic and Security) at least three days in advance. This will be done so that the Traffic Police can prepare a traffic diversion plan (with dates and timings) and inform the general public about it through the media. Only after apprising the public, work will be started on the road so as to avoid any inconvenience to the public.
However, it has been decided that "only in rare cases, the Traffic Police may ask the engineering department and MC, Chandigarh, to do the repair/construction work during the night timings only if it is felt that if the said work is done during daytime then it would cause great inconvenience to the general public".
On the issue of lane driving, the officials held that due to heavy flow of traffic and congestion on the city roads and limited space in general on most roads, "it would not be feasible to dedicate any particular lane for any particular kind of traffic".
The experience of the ongoing implementation of "lane driving" on Jan Marg was also reviewed by the Traffic Police a month back.
